Fujitsu followed Hitachi, nec, and Toshiba in adopting factory-type approaches and organizations for software development, beginning with extensive controls over project management and product inspection for systems software during the early and mid-19703. This culminated in the centralization of systems software development at Fujitsu's Numazu Works in Shizuoka prefecture during 1982-1983. Fujitsu also began centralizing applications programming in 1970, and then issued a set of standardized methods and tools before establishing a Software Factory Department in Kamata, Tokyo, in 1979, which performed detailed design, coding, and testing for specifications done in system engineering departments outside the factory.
