The left side of his body is marred by a strange blue scale like tattoo. Lieutenant Glenn Jennings and his partner Adam Partrucci are assigned to the case. They will all too soon discover this is not an isolated incident. An unexpected visit from the FBI soon brings a dim light to the case.
