The U.S. Army Civil Affairs and Psychological Operations Command (Airborne), or USACAPOC (A), is based at Fort Bragg, N.C. and is the headquarters of all Army Reserve Civil Affairs and Psychological Operations units. USACAPOC (A) s nearly 10,000 Soldiers comprise about 94% of the DoD s Civil Affairs forces and 71% of the DoD s Psychological Operations forces. Army Reserve CA and PSYOP forces are five percent of the USAR force, but comprise 20 percent of the Army Reserve deployments. CA and PSYOP Soldiers can be found serving in 69 Army Reserve units in 27 states across our nation. Comprised of Active duty and Army Reserve Soldiers, USACAPOC (A) is now multi-component command reporting directly to the Army Reserve Command, Fort McPherson, Ga. Although Civil Affairs and Psychological Operations activities often complement each other, each battle system operates individually in support of field commanders. Civil Affairs Soldiers are the field commander's link to the civil authorities in his area of operations. With specialists in many areas of the government, they can assist a host government in meeting its people's needs and maintain a stable and viable civil administration. Civil Affairs Soldiers possess unique training, skills and experience. Psychological Operations Soldiers use persuasion to influence perceptions and encourage desired behavior. The cornerstone of PSYOP is truth, credibly presented to convince a given audience to cease resistance or take actions favorable to friendly forces. These are planned operations to convey selected information and indicators to foreign audiences to influence their emotions, motives, objective reasoning, and ultimately the behavior of foreign governments, organizations, groups, and individuals.
