The abstract provided by the Pentagon follows: This is the second of a two part report summarizing the results of the Combat Induces Atmospheric Obscurants (CIAO) workshops held during 2 through 5 November 1993 and 10 through 24 July 1994, under joint sponsorship by the U.S. Army Research Laboratory and the U.S. Joint Projects Office for Special Technology Countermeasures. Volume 1 is a technical summary giving the highlights of the workshops and major conclusions. Volume 2 gives details of the various reports and investigations from the two workshops (CIAO 1 and CIAO 2). In Appendix A we summarize results from the first workshop (CIAO 1). Appendix B is a bibliography of technical papers on the subject of millimeter wave obscurants, one of the major topics of the workshops. Appendix C give the results of a modeling exercise to determine single particle electromagnetic scattering and absorption properties and Appendix D summarized field measurements capabilities.
