Hildegaard Streusselberg takes her self-appointed position as Commander and Chief of the Neighborhood Watch very seriously. Others see her as an unavoidable annoyance. There is something very odd about this community, though, something way beyond the scope of any one individual. A menacing force drives their purpose.
