Entrenched special interests control Congress. He is convinced the Republic is corrupt beyond hope. The common good has been supplanted by an ever increasing tide of massive campaign contributions from secret donors. Foreign powers use their proxies to undermine national priorities. The President's contempt for Congress is complete. As he sees it, the peoples representatives are paid servants to the highest bidder. The President decides Congress is a clear and present danger, As Lincoln saved the Union by drastically expanding Executive authority, so it must be again. As it was in Rome when the Republic failed, only an emperor could save Rome from itself. So it must be again. To accomplish his goal, the President approves deployment of a covert cyber weapon in an attack that will appear to originate from Venezuela.
