This is a brief description about how individuals who are regarded as critical of the state , in view of state operatives being attacked by criminal hackers worldwide . We worked with our client over a passage of five years and below are our summary of findings :-- • Vast majority of users were individuals who were critical of state policy or state actions spanning from award of contracts down to minor matters. • NATO and non NATO states hire services of hackers , mostly Balkan origin ,Russian , German ,Chinese and Austrian through various intelligence operatives based in various embassies in EU mostly. • These hackers are normally provided the targets name , e mail addresses and links and paid retainers as low as 100 USD per target while actual bills submitted to respective state agencies by the operatives are much higher. • The system works as following . Any person who criticizes any thing that is not liked by a state operative or a ruling party man in any state is identified as anti state and targeted. • The punishment includes hacking and in addition spreading silent snide rumours about this persons business or personal integrity to a vast list of people , also including his business contacts. • Cases were identified where state intelligence operatives also passed account details of political heavy weights and big business regarded as hostile to a government or to a powerful political personality in a ruling party in power in a state. • The list is endless .Details of various people cannot be revealed in this publication as this would endanger the lives of many of our sources. • In Pakistan harassment has reached such a level that the armys media organ ISPR blacklists journalists whose articles are totally banned. • In late 2015 Pakistans respected newspaper NATION in its editorial acknowledged that the Pakistani military had ordered all news coverage of killings in Balochistan province to be totally blacked out. • There is no regulation about who is regarded as anti state in both NATO and non NATO states which is a serious human rights issue. • Interestingly terrorism which is the most favourite excuse to surveill any person is a hollow excuse since in our 10 year study in Af Pak we discovered that ninety five percent so called terrorists were proxy of some state and these included NATO as well as non NATO states, USA being in lead in NATO states and Pakistan and China being in lead in non NATO states.
