Walter J. Cegelka holds his Ed.D. from Syracuse University and is a professor of special education at St. Thomas University in Miami Gardens. He has also served as a consultant to the President's Committee on Mental Retardation.

James S. Payne earned his Ed.D. at the University of Kansas and currently serves as professor of special education of the University of Mississippi. He is also a Fulbright scholar and best-selling author."
