This study examines the factors affecting educational planning in a developing society especially in an area bound by strict tribal traditions and catgorized as poorly developed and resourced (North West Frontier Province of Pakistan). International interests and internal power conflicts add to the difficulties and uniqueness of such planning. The text is cross-disciplinary, although it focuses on planning for education. It proposes theories of change, and questions the role of formal education in relation to "development" and suggests that various systems of education exist in the society under study. It proposes that analysis and consideration of social structures such as "khanism" and "maliki" systems, "jirga" and "hujra" be built into planning rather than work against it or in isolation from it.
