This publication on restoration of lost human uses of the environment has two main stated objectives: to identify projects that can replace/restore interim lost human uses, and to determine how much restoration is needed. Both of these objectives can be resolved through a single cluster of principles: Restoration should reinstate, on a going-forward basis, committed public resource uses impaired as a result of a spill or release, by providing the public with resource uses equivalent in value to those impaired. Restoration projects should be cost-effective and cost-reasonable and should reinstate impaired uses as promptly as is feasible consistent with these requirements.
