The main cause of pollution is the emission of hazardous gases like carbon which is depleting an ozone layer. Industrial waste is the main contributor of pollution among all. Besides industrial waste, domestic waste also causes pollution. UK produces around 30 million tones of municipal waste. Landfill system disposes 83% of total waste. Dumping such a huge amount of municipal solid waste underground creates lethal gases like methane, an active contributor of green house gases. Another aspect of dumping municipal waste underground is its associated cost. Currently it requires £32 per ton and is increasing £8 per year. Keeping in mind the hazards and its associated cost, Gloucestershire County Council (GCC) has planned to change the system of waste management from landfill to waste incinerator. Gloucestershire County Council has signed a contract of 25 years with Urbaser Balfour Beaty (UBB) and granted permission to build a waste incinerator. The permission granted by GCC has earned much criticism by more than 1000 people. People have objection about the size, plant and the cost of the project. People think that it is going to impact the environment and health. GCC is mindful of all these issues and has undertaken many consultations since 2005. (Jones R.B et al, 2012, pp 10). GCC does not further sustain, and landfill for future waste management seems enviable. This not only impacts the environment negatively, but it will also increase the long term cost of waste management. So it will create further financial pressure on GCC in the long term.
