Visible from outer space, the Palm is an extraordinary feat of engineering, but it is also faced with serious problems. How can an isolated exclave be opened up? Charter of Dubai is a manifesto of urban transformation for the Palm, subversively proposing the conversion of certain quarters into open urban space.
