In the book, the main idea that the writer want to tell us is that the international politics is great-power politics, which presents as regional domination on land (for the safest survival). However, the block of water make global hegemony hard to achieve, so unceasing competition about security exist between great powers. America is the only country, which can realize the regional domination, playing a role of ""offshore balancer"" so as to prevent any regional domination.
