From the supplier: The American Academy of Actuaries warned that voluntary health care alliances created by health care reform legislation may create incentives for health plans to avoid providing coverage to small employer groups that are expected to have high health care costs. If health care alliances were voluntary, they likely will wind up covering poorer health risks. This would drive up the health care costs for alliance participants, thus defeating the justification for alliances, which is to provide low-priced coverage to small employers.
