Joseph spent over 29 years with the FBI and 13 years in private security waging war against crime. Joseph requested a formulation of guidelines for ASIS chapters by the ASIS Law Enforcement Liaison Council to initiate his plans of action. ASIS members have the chance to participate in the FBI's annual symposium on opposing violence due to Joseph's negotiations.
