From the supplier: 'Safe harbor' transmittal language protects unlicensed accountants from being penalized for violating state regulations regarding financial statement reports. A safe harbor compilation, however, does not constitute a report since many phrases are necessarily omitted from the statement. The National Society of Public Accountants published guidelines for the use of safe harbor transmittal language in 1990. The best solution to the problem, however, is to create a special license for accountants who render reports according to generally accepted accounting principles.
