From the supplier: Many countries throughout the world whose telecommunications services have traditionally been delivered by a single government-owned provider are now opening up their telecommunications market to competition. The government monopoly model is being dismantled in response to huge suppressed demand and dissatisfaction with the inefficient monolithic approach. However, these countries are finding that the chief obstacles to opening up the telecommunication sector that they face are not technological but political and regulatory. To attract telecommunications investments, governments need to develop a regulatory environment that offers incentives for efficient investment, protects consumers, ensures fair competition and addresses conflicting interests with sensitivity. In addition, incumbent monopoly providers must be encouraged to become more commercial and be subject to the same basic rules as other service providers.
