From the author: Recently, Jones and Zydiak examined the problem of determining the optimal steady state fleet design. They designed an optimality criterion of minimizing annual equivalent cost per vehicle, claiming that the traditional optimality criterion minimizing net present value of costs, leads to paradoxical results, as shown by an example. However, this paper shows that the paradox is actually a result of an unjust comparison.
