From the supplier: The US Federal Energy Regulatory Commission issued Order Nos. 888 and 889 in Apr. 1996. Since its introduction, substantial amount of publicity has surrounded these orders and the changes they will no doubt create in the wholesale electric power sector. These orders require 'public utilities' to file open access tariffs, require them to functionally unbundle their generation and transmission operations, and allow them to recoup stranded costs. These requirements have a considerable impact on non-RUS-borrower cooperatives as well as RUS-borrower cooperatives. Moreover, they have an impact on future transmission service from IOUs. These entities should try to understand these orders to avoid being negatively affected. Twenty-eight questions regarding these orders are answered.
