From the supplier: The credibility of the Government Finance Officers Assn.'s Financial Indicators Databases as a benchmarking device has been enhanced by ratio stability from 1989-1993. Over the five-year period, no significant change occurred in terms of total revenues per capital of all public funds. Cities increased locally generated revenues, thus lessening their dependence on intergovernmental revenues. Operating expenses constituted the bulk of total expenditures.
