From the supplier: The report of the National Commission on Philanthropy and Civic Renewal recommends that private social service charities seek to fulfill their own unique mission by better managing their resources and demanding more accountability from those who allocate and use them. US private philanthropy should not try to fill the gap left by the reform of the welfare system. It should, however, attempt to fill a moral role by helping its clientele live more virtuous lives. The commission opposes government sponsorship of volunteer programs and believes that volunteering should be a free choice, not a mandate.
