From the supplier: The World Bank has launched its Clean Coal Initiative in 1996 to accelerate the transfer of industrial countries' expertise in the clean, efficient and economic production and use of coal to developing nations. The need for more effective coal management and utilization is urgent given the potentially adverse effects of improper coal use on the environment and the high social and economic costs that can be associated with such an abundant energy source. In many developing countries, incentives to lower the costs of coal and to use it more cleanly are lacking or are undermined by poor policies and weak legal, regulatory and institutional frameworks. The Clean Coal Initiative is based on the premise that an efficient policy framework provides the incentives for managers to improve the productivity of their organizations and is, therefore, a precondition for sustainable environmental improvements.
