From the supplier: The Village of Carol Stream near downtown Chicago contracted with a private firm to make improvements in its water billing system which sometimes caused high payment-rejection rates and lock box rejection problems. The company presented an internally developed software program which uses a modem to obtain payment information from the lock box electronically. The information is then automatically transmitted to the village's billing files. A postnet bar-coded payment envelope was also provided to ease payment delivery to the lock box office, thus improving the water billing process.
