From the supplier: Government officials throughout Europe are dealing with a serious problem involving the illegal trade in ozone-depleting chlorofluorocarbons (CFCs) that destroy the Earth's atmosphere. While laws have banned the entry of new CFCs into Europe from abroad, they do not apply to used or recycled CFCs or to new CFCs destined for developing country. Unscrupulous brokers have exploited this law to trade cheap CFCs made in China, India or Mexico.
