From the supplier: Tack is a surface property of rubber which has to do with adherence and bonding ability. Tack requires surface roughness and enough polarity to wet an opposing surface. To achieve tack, two surfaces must first be brought together, then remain in contact long enough to bond. Finally, the surfaces must debond, or resist separation. Tack can be measured by the force necessary to pull the surfaces apart.
