During recent years increasing attention has been given by all levels of government to the impoundment of water with low dams. The Federal Government has constructed many small projects since the initiation of emergency relief activities during 1933. Experience with some of those structures has been unsatisfactory and has shown the need for improved practices in design. The report was written by a subcommittee organized during March 1936 at the request of a group of Federal agencies concerned with the design and construction of small water storage projects. It was prepared by, and is for the use of Federal agencies participating in such work. It is intended to replace a number of compilations, no one of which was considered adequate for the purpose of design. It represents, therefore, a pooling of interest and effort on the part of all those Federal agencies concerned with low dams. It is an example of successful correlation of engineering techniques in the field of water conservation.
