Since the official implementation of the Shanghai Municipal Provisions on Open Government Information as of May 1, 2004, under the leadership of the Municipal Information Committee, Xuhui District has adopted organizational, systemic, and technical safeguards. This has allowed us to effectively implement the common popular aspiration of open government information, an achievement in establishing political civilization and in maintaining and preserving the legitimate rights and interests of residents and the populace. On May 14, 2004, the East China edition of People's Daily reported on Xuhui District's open government information work. On June 17, 2004, the East China edition of People's Daily interviewed Xuhui District Magistrate Sun Chao regarding open government information work, publishing the article, ''Open Information Is an Important Part of Political Civilization.''
