Above all, the naval officer is a leader, in all the moral, psychological and managerial meanings of the terms. His leadership is expressed by precept and example, by planning, and by action within the Navy. The naval officer can and does use the leadership teachings of many military and civilian authorities. However, for the challenge of naval leadership, the leadership peculiarly his own, the naval officer is offered this text which interprets theory and practice in the context of naval situations, and explains many of the ethical-psychological-and-managerial relationships that are basic to the situations.
