It was October 2, 2002 and a 55-year-old man was walking in a parking lot in Wheaton, Maryland, near the nation’s capital. It was a typical mild fall evening until suddenly he was shot dead by a sniper’s bullet. By 10 o’clock the next morning four more people within a few miles of each other had been gunned down by a person or persons unknown.
The investigation was publicly headed by the Montgomery County Police Department and its Police Chief, Charles Moose.
