He who controls the weather, controls the world. – 21st century military theory

This is a fictional account of the how weather modification technology is used by a political group in an attempt to take over the Government of the United States. The group uses the technology to manipulate the weather to make vast amounts of money by gaming the commodities market. The money is used surreptitiously to advance the group’s far right political agenda.
The story takes place in San Francisco, London, and Washington DC. It involves al Qaeda who has been supplied the technology to wage economic terrorism. The CIA, the Russian FSB, the Mossad and the National Security Council all have important roles in the fast moving plot with a surprise ending.
The story is based upon actual documents – the 1977 United Nations Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques (ENMOD Convention) and the 2004-2006 Weather Modification and Development bills that have been introduced into the houses of the US Congress.
