My dear Lord John, I propose to devote this Letter exclusively to the very difficult and important subject of Transportation. This question has long occupied the attention of Parliament and of successive Governments; and various modes of punishing criminals have from time to time been tried, in the hope of discovering some method of doing so, at once effectual for the protection of society, by creating a salutary dread of the consequences of violating the law, humane towards criminals, and just towards the inhabitants of our Penal Colonies. When we succeeded to office, none of the attempts to introduce a system of punishment answering this description had proved successful, and none less so than the very last that had been made.
