Leofric III, Earl of Mercia thinks his Druid and Pagan subjects need a Benedictine monastery and Roman baths and he raises their taxes to pay for them. His wife, Lady Godiva, fervently believes that they need to develop a sense of appreciation for the fine arts. She commissions portraits of herself to hang in a gallery but their subjects are so busy working to pay the taxes that they can not find the time to visit the gallery. Lady Godiva agrees to her husband's proposition to abolish the taxes, thus affording them the time to view her portraits, if she would ride through the town nude on horseback.
