Objective Performance Appraisals

This manual provides the reader with a development oriented, totally objective performance appraisal system. The system takes away all subjectivity by Supervisors and the results cannot be manipulated by either the Supervisor or the employee.

The System is :

- simple to implement
- applicable in any organization and work situation
- maintainable on computer.

The System does have the following benefits :

- the criteria that will be developed, will be universally applicable
- it would measure the critical aspects of service delivery and resource utilization
- it will measure what it is supposed to measure
- it will be economical in respect of information gathering and information processing
- the criteria used would be controllable by the individual being measured
- everyone in the organization will be able to contribute towards performance improvement
- management would be able to manage by objectives.

Development Orientation is achieved by:
• setting realistic and achievable targets;
• ensuring that results can be influenced or controlled by the employee;
• the measurement of actual countable successes;
• measuring quarterly to allow time for either
- corrective action
- training and development
• providing both the employee and Unions with a tool to request such training and development and thus develop positive Affirmative Action.

Total Objectivity is obtained by:

• involving the employees in the development of the criteria that will be used for measurement
• allowing the employee to assist in setting the objectives for future performance based on previous performance and taking industry benchmarks (where available) into consideration;
• the fact that the ratios used will be based on actual countable successes or failures which could not be disputed; and
• eliminating Supervisor bias and subjectivity totally.
