It is 1999, and in Russia Igor Komarov is set to win the next election. Komarov's secret agenda "The Black Manifesto", is smuggled into the British Embassy, and turns out to be a blueprint of "Mein Kampf". Jason Monk, ex-CIA, is called in to ensure the outcome of the election.
