Edwards (urban design, U. of Strathclyde, Scotland) examines the successes, failures, and missed opportunities of four areas in the London Docklands, as examples of urban development in Britain since the 1980 institution of Urban Development Corporations, which shifted decision making from local governments to non-elected boards. Speaking particularly to architects and urban designers, he emphasizes the concept of urban collage, and includes interviews with the minister responsible for the legislation and with a former chief of the London Docklands Development Corporation.
