Higher Education in Francophone Africa: What Tools Can Be Used to Support Financially Sustainable Policies? (World Bank Working Papers)

From more than a decade, tertiary education in Francophone African countries is facing a deep crisis whose origin mainly comes from a growing disequilibrium between needed means to ensure the quality of tertiary education and available resources. This publication aims at explaining why and how this particular situation exists in most of the francophone African countries; identifying conditions allowing a development of tertiary education systems financially sustainable; and proposing tools and ideas to improve the sector s financing while ensuring its quality.
