At a private dinner party in a large mansion in New York's Upper East Side, Victor E Davidson makes the acquaintance of Winthrop Ridgeway, an economist who served as an advisor to every US president since Franklin Delano Roosevelt, and Herbert Prescott, the honorary chairman of Chase Manhattan Bank and former Federal Reserve chairman. Ridgeway and Prescott are the unseen hands pulling the economic and political strings of the United States under the direction of a group so powerful that it controls, government, the media, industry and central banks of the world. This group is known, in the deepest channels of secrecy, as the Guardians.

Prescott recruits Davidson into a secret society in headquartered in New York City known as the Counsel of Foreign Relations. By exposing Davidson to the dark truth, Prescott shatters much of what Davidson held dear and believed to be true about the United States of America.

In an unexpected turn of events, Davidson experiences a spiritual awakening after his curiosity draws him to a dim light in a cavern beneath the Shenandoah Valley in Virginia. Together Davidson and Jackson implement a plan to thwart the absolute control of the Earth by the Guardians.
