Money, mafia, oil and spies threaten the government's business as usual methods in post-cold war Russia. Chukotka, a province in the Russian Far East, more remote even than Siberia, is suffering from neglect as Russia makes the difficult transition to a market driven economy. Skurt Ancre, an upper-level adminstrator creates an action group that learns how to steal, kidnap and launder money in its efforts to aid their people and seek relief from the incompetent theives running the government in Moscow.
