Often attributed to William Livingston. However, the Library of Congress copy bears a ms. note in the hand of Thomas Jefferson, attributing the work to "John Stevens of N. Jersey." Shipton & Mooney note that the draft, in Stevens's hand, is at the Stevens Institute.
