The engineer has a very definite function to perform and when he goes beyond this function, he opens the way to oriticism and assumes a partisan attitude which tends to discredit his otherwise non-partisan endeavors, and casts a cloud of doubt upon his recital of engineering facts. The engineer also has a very important function to perform. His duties cannot be properly performed if undertaken in a oursory and superficial manner. Each individual case of determining the fair value or operating expense is as much a distinct and separate problem as is the design of a power plant to meet some individual requirements. If the work be undertaken in a spirit of fairness and with a determination to base results upon the facts of the particular case,the information presented and the opinions advanced prove of material value.
