The reason we're not higher than #19 is how much special interests control our government. This booklet is about some reforms to discuss and consider for making our country even better, and really even happier: proportional representation, public campaign financing, term limits, instant runoff voting, being able to vote for none of the above, and putting these reforms together as part of also balancing the federal budget. Many of these reforms require Constitutional Amendments. But Congress proposes Constitutional Amendments, and the incumbents in Congress are unlikely to propose such reforms, because these reforms would change how the people in Congress become incumbents in the first place. However, our Founding Framers gave us a solution for just this problem: the states calling an Article V Convention to propose Amendments.
