In performing this thesis, the writer had in mind the development of an inexpensive though reliable piece of apparatus which may be used to good advantage in the testing of variable speed engines.
The writer is very grateful to Professor D. Roesch and Mr. H. G. D. Hutting for their assistance and advice concerning various problems that had to be solved during the carrying out of the work.
