Does it possess a measure of value? Are its proclivities and practice in favour of the use of paper instead of the weight of metal indicated by the paper? Are the weight and quality of the substance used of primary importance to it? Does it possess a scientific, automatic, metal monetary system? Has it an effective metal monetary cum coinage charge system? Does its system consist of inconvertible paper?
