TLC: Terminate Life Cycle

A lone Secret Service Agent, Thomas Andrew Jackson, is assigned to protect a prominent U.S. senator rumored to be preparing to announce his plans to run for the presidency. Seven men make a bold, but unsuccessful, attempt on the senator's life.
Preliminary reports indicate the men were former military, officially listed as either dead or missing in action. Why make such an attempt in broad daylight on a major expressway? What makes Senator Higgins such a high-level target?
