PREFACE. I~ offering to the student a treatment of the Problem of the earth's rotation somewhat different from that whieh has been usually given in elementary text-books, a few words of explanation are necessal·y. The FJRST PART consists of an application of the method of the variation of clements to the general problem of rotation.
