Those who controlled politics and the economy, from a historical perspective, sought nothing more than to protect and serve their own elitist interests through political influence and power, so as to keep the threat of social disorder in control amongst the lower classes. Such a coercive foundation has formulated the strategies and deployment of policing within the United States as we know it today.
