Technological advancement is now carefully planned (when it is allowed to occur at all) and the concept of individuality has been eliminated (for example, the use of the word "I" is punishable by death). The novel is a tale of a time when the human race has lost all individuality, when people are reduced to numbers and have lost their freedom to make decisions for themselves.
