The year is 2097 in Paris, France. The steady immigration of Muslims from Africa and the Middle East, combined with their disproportionate natural growth, has created a Muslim majority that wins the polls in several European countries. This demographic success causes Al Qaeda to renounce terror and become a vocal and a leading proponent for peace. The dormant, but not dead, ideal of a Muslim Caliphate that will rule from the mountains of Afghanistan to the Atlantic Ocean and the North Sea comes close to becoming a reality. The new rulers are successful in enacting some new laws compatible with Islam and have difficulty with others. They walk a thin line, pursuing religious goals while adhering to the open and just government promised at election time. A murder in Paris is investigated by two brothers, one a convert to Islam, and when the clues point to a possible perpetrator high in the ruling echelon, the results are strange and far-reaching.
