The United Nations congresses on the prevention of crime and the treatment of offenders have placed special emphasis on the general issues of criminal policy, in addition to dealing with specific aspects of crime prevention and criminal justice. It is broadly understood that crime and delinquency should not be interpreted as merely a problem of illegal behaviour and law enforcement but also as phenomena closely associated with economic and social development. The present compendium hopes to contribute to a wider knowledge and an increased awareness of United Nations crime prevention and criminal justice standards.
