Nuclear Accidents Liabilities and Guarantees: Accidents Nucleaires Responsabilites Et Garanties : Proceedings of the Helsinki Symposium : Compte Ren

The 1992 Symposium on Nuclear Accidents - Liabilities and Guarantees, organized by the OECD Nuclear Energy Agency in collaboration with the International Atomic Energy Agency, discussed the nuclear third party liability regime established by the Paris and Vienna Conventions, its advantages and shortcomings, and assessed the teachings of the Chernobyl accident in the context of that regime. The topics included the geographical scope of the conventions, the definition of nuclear damage, in particular environmental damage, insurance cover and capacity, and supplementary compensation by means of a collective contribution from the nuclear industry or governments, and finally, the international liability of states in case of a nuclear accident.
